Establishes a 24-member Surrogacy Task Force to review and study legal issues related to gestational and traditional surrogacy in Minnesota, with members appointed by July 1, 2016.

Task force membership includes commissioners of human services and health, legislators, judges, attorneys, fertility clinic representatives, mental health professionals, surrogates, and representatives from fertility and advocacy organizations.

Commissioner of human services serves as chair; members serve without compensation or reimbursement of expenses; task force must meet at least quarterly with first meeting by July 31, 2016.

Task force must submit findings and recommendations to address legal issues implicated by surrogacy to legislative committees with primary jurisdiction over health and judiciary by January 15, 2017, including draft legislation.

Task force expires upon submission of report or January 16, 2017, whichever is earlier.
