Amends Minnesota Statutes 2014, section 174.50, subdivision 7 to establish a maximum grant amount of $5,000,000 for local bridge replacement or rehabilitation projects.

Requires the commissioner of transportation to develop rules, procedures, standards, and criteria for grant administration in cooperation with local road authorities.

Establishes that bridges or replacement bridges must be at least ten feet in length and funded through a hydrological survey determination to be eligible for state transportation fund assistance.

Requires the commissioner to establish a minimum distance requirement between bridges crossing the same river, stream, or waterway so only one bridge is eligible for a grant, with allowances for exceptions or variances.

Authorizes political subdivisions to use grants for constructing or reconstructing bridges, abandoning deficient bridges, or constructing roads or streets to facilitate bridge abandonment when more economical than replacement.
