Requires landowners installing drainage to acquire a flowage easement from neighboring property owners if water will flow onto their land

Prohibits local government units from issuing drainage plans or determinations if an adequate outlet does not exist

Adds new section 103G.2225 to Minnesota Statutes governing agricultural drainage requirements
