Minnesota applies to Congress to call a constitutional amendment convention limited to proposing an amendment requiring federal outlays not exceed estimated federal revenues for any fiscal year, except during national emergency, together with related fiscal constraints.

This application is to be aggregated with previously adopted balanced budget applications from 29 other states (Alabama, Alaska, Arkansas, Colorado, Delaware, Florida, Georgia, Indiana, Iowa, Kansas, Louisiana, Maryland, Michigan, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Pennsylvania, South Dakota, Tennessee, Texas, Utah, and West Virginia) toward reaching the two-thirds of states needed to trigger convention proceedings under Article V.

The application shall not be aggregated with applications on any other subject.

This application constitutes a continuing application under Article V until legislatures of at least two-thirds of all states make applications on the same subject.

Minnesota's Secretary of State is directed to transmit copies of this resolution to Congress leadership, the President, the U.S. Secretary of State, Minnesota's federal delegation, and presiding officers of all state legislative houses.
