Requires public entities seeking state assistance for solid waste management facilities to obtain Pollution Control Agency certification that they analyzed private ownership alternatives and determined public ownership is the best option.

Mandates applicants submit a copy of their private ownership analysis report to each privately owned solid waste management facility mentioned in the report within five days of filing with the agency.

Adds requirement that applicants demonstrate they identified specific waste management objectives in county and regional plans achievable only through public ownership and balanced these against plans' requirement to encourage and protect private ownership.

Requires applicants to evaluate feasible and prudent alternatives to disposal, including existing privately owned facilities with available capacity, and compare costs including capital and operating expenses.

Effective the day following final enactment for both sections amending Minnesota Statutes 16A.86 and 115A.51.
