Metropolitan Airports Commission must regulate transportation network companies (such as ride-sharing services) the same as taxicabs at airports under its jurisdiction, including identical criminal background and federal security clearance checks.

Commission regulations must be adopted by ordinance and must at minimum define both service types, establish driver qualifications, insurance and vehicle safety standards, and provide permit issuance procedures.

Commission may limit the number of permits issued to both taxicabs and transportation network company vehicles but cannot make concession agreements for small passenger vehicle services.

If reducing permits at Minneapolis-St. Paul International Airport, the commission must first reduce permits held by inactive operators, then long-term non-continuous permit holders, then corporations that transferred majority ownership since January 1, 2005.

Commission must enact a regulating ordinance by January 1, 2017, and drivers must complete annual federal airport security background checks at their own expense before permit issuance or renewal.
