Creates a small cities assistance account in the special revenue fund to receive and distribute transportation funds to small cities

Requires the commissioner of management and budget to transfer $25,000,000 annually from the general fund to the small cities assistance account on July 1 each year

Appropriates money in the account annually to the commissioner of revenue for distribution under existing statutory provisions (subdivisions 3 and 4)

Account may receive additional funds through donations, allotments, transfers, or other sources as provided by law, with all money restricted to uses specified in statute

Effective the day following final enactment
