Minnesota Commissioner of Transportation must conduct a study on road deicing best practices and techniques to maximize effectiveness in lower temperatures, reduce operational costs, reduce road salt use, and minimize environmental impacts.

Study must include field evaluation of brine mixtures utilizing sugar beets to reduce salt use and a national review of research and studies regarding sugar beet applications.

Commissioner must submit a legislative report by March 1, 2018 detailing study findings and any changes in agency practices to transportation policy and finance committee chairs and ranking minority members.

Legislation takes effect the day following final enactment.
