$2,000,000 is appropriated from the general fund in fiscal year 2017 to the commissioner of employment and economic development for grants to organizations supporting Somali youth development, community engagement, legal services, and capacity building.

Funded projects must provide youth empowerment, education, social entrepreneurship, and training activities addressing economic and community development and racial disparity challenges facing Somali youth, with culturally and linguistically relevant services.

A portion of funding must be distributed in greater Minnesota.

Grant recipients must submit annual reports by July 31 detailing services provided, expenditures, and program evaluation results in youth economic and community development.

The commissioner must compile recipient reports and submit findings to legislative committees by November 1 each year, including recommendations for additional funding and strategies to support Somali Minnesotans.
