Amends Minnesota Statutes section 120B.022 to clarify that Latin is recognized as a language other than English and a world language for purposes of the state bilingual and multilingual seal program.

Establishes that students demonstrate requisite proficiency in Latin through reading fluency, interpretive reading, and understanding of cultural perspectives, rather than the standard listening, speaking, reading, and writing requirements applied to other languages.

Maintains existing eligibility requirements for seal recipients including satisfactory completion of required English language arts credits and demonstration of mastery of Minnesota's English language proficiency standards.

Allows school districts and charter schools to continue awarding elective course credits, affixing seals to transcripts and diplomas, and potentially awarding community service credits to students meeting proficiency standards.

Takes effect the day following final enactment.
