Waives the fee for certified birth records when needed to meet school requirements for students in prekindergarten through grade 12 or postsecondary educational institutions.

Amends Minnesota Statutes 2014, section 144.225, subdivision 7, governing who may obtain certified vital records.

Applies to state registrars and local issuance offices that issue certified birth or death records upon completion of attestation and payment of required fees.

Maintains existing eligibility requirements for obtaining certified birth records, including tangible interest holders, governmental agencies, attorneys, and court-ordered requests.
