Requires the legislature to appropriate funding for highway, road, and bridge construction projects equal to the "subsidy per rider" of the Southwest Corridor Light Rail Transit multiplied by the adjusted Minnesota population whenever any amount is appropriated for the light rail project.

Defines "subsidy per rider" as total state appropriations for Southwest Corridor Light Rail Transit divided by one-half the projected daily trips or riders as calculated by the Metropolitan Council.

Defines "adjusted Minnesota population" as the state's estimated population minus one-half the projected daily Southwest Corridor Light Rail Transit trips or riders.

Applies to any appropriation for Southwest Corridor Light Rail Transit made during or after the 2016 regular session of the Minnesota Legislature, effective the day following final enactment.

Southwest Corridor Light Rail Transit is the proposed light rail line connecting the existing Hiawatha light rail transit line (Blue Line) with the city of Eden Prairie.
