Sets a goal that all waters will achieve their designated uses by 2050, with reasonable restoration timelines established for each identified impaired water.

Establishes a goal that all groundwater sources used for drinking water supplies will meet federal and state drinking water standards and health risk limits by 2025.

Maintains existing goals to submit TMDLs to the EPA, prevent water degradation, seek delisting of restored waters, and comply with federal Clean Water Act requirements.
