Establishes a Green Roof Advisory Task Force consisting of the state building official, representatives from building owners associations, green roof installation companies, architects, horticultural experts, and other stakeholders appointed by various state agencies and associations.

Defines "green roof" as a building roof with either photovoltaic devices or vegetative landscape with associated protective and drainage elements.

Task force must review and evaluate green roof laws in other jurisdictions, impacts on building energy use, greenhouse gas emissions, roof replacement costs, and storm water management costs.

Task force shall submit findings and recommendations to legislative committee chairs by March 1, 2017, including discussion of benefits and problems associated with requiring certain buildings to install green roofs.

Appropriates unspecified funding from the general fund in fiscal year 2017 to the commissioner of commerce to complete the report.
