Appropriates unspecified funding from the general fund to the Minnesota Commissioner of Health in fiscal year 2017 for vector-borne disease preparedness and response activities, including Zika.

Defines vector-borne disease as any disease caused by a pathogen or parasite transmitted by a living organism between humans or from animals to humans.

Directs funds toward maintaining state and local public health readiness through county and municipal emergency preparedness initiatives and increased local public health grants to community health boards.

Requires the state public health laboratory to conduct diagnostic testing for patients meeting vector-borne disease criteria and to perform enhanced laboratory surveillance activities.

Authorizes funding for surveillance activities, culturally appropriate public education materials and campaigns, and surveillance and monitoring of mosquitoes and other disease vectors in Minnesota.
