Commissioner of human services shall develop a plan to increase minimum hourly pay for direct service staff to $15 per hour with proportionate increases for staff earning above $15 per hour

Commissioner must make recommendations by July 1, 2019, on how to implement the $15 per hour minimum wage increase for direct service staff

Commissioner must complete a fiscal analysis report by January 1, 2017, examining increasing the sales tax rate under Minnesota Statutes section 297A.62, subdivision 1, to fund the pay increases

Fiscal analysis report and recommendations must be submitted to senate and house committees with jurisdiction over human services policy and finance by January 1, 2017

"Direct service staff" defined as employees who spend 75 percent or more of their time providing one-on-one or small group services to medical assistance waiver service recipients
