Appropriates $100,000 in fiscal year 2016 and $100,000 in fiscal year 2017 from the general fund to the commissioner of public safety for de-escalation training grants.

Funds training for state and local community safety personnel in crisis de-escalation techniques.

Commissioner must consult with the director of the Minnesota Peace Officer Standards and Training Board when selecting a service provider.

Training provider must demonstrate understanding of transitions and challenges that veterans experience during re-entry into society following combat service.

Commissioner must ensure training opportunities are reasonably distributed statewide.
