Defines "portable video recording system data" as audio or video collected by a device worn by a peace officer operated under written department policy that records officer activities, interactions, or digital evidence.

Classifies portable video recording system data as private or nonpublic data at all times, except when classified as active criminal investigative data; data from inactive investigations remain private or nonpublic.

Requires law enforcement agencies to destroy audio and video data not part of active or inactive criminal investigations within 90 days, unless the data subject or identifiable officer requests retention for possible use in future proceedings.

Makes public the following agency data: total number of devices owned, daily deployment records by precinct, agency policies and procedures, total data collected, retention schedules, and biennial audit summaries.

Prohibits law enforcement agencies from using portable video recording systems unless the agency has adopted a policy and procedures to ensure compliance with these requirements.
