Appropriates $3,000,000 from the bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to the City of Saint Paul for the Wakan Tipi Center in Bruce Vento Nature Sanctuary.

Funds will be used to predesign, design, furnish, and equip the center for uses and programs determined by the city to meet regional and city park purpose requirements.

City may enter into a lease or management agreement to operate programs in the center under Minnesota Statutes, section 16A.695.

Appropriation is contingent on the Commissioner of Management and Budget determining that at least $3,000,000 in matching funds are committed from nonstate sources.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $3,000,000 to provide the appropriated funds, with the sale conducted under Minnesota Statutes, sections 16A.631 to 16A.675.
