• Authorizes two or more of nine specified Independent School Districts in Carver, Scott, and Le Sueur counties to form an intermediate school district through cooperative agreements.

• Eligible districts include Carver County (ISD Nos. 108, 110, 111, 112), Scott County (ISD Nos. 716, 717, 719, 720, 721), and Le Sueur County (ISD No. 2905).

• Intermediate school board may jointly provide special education, career and technical education, adult basic education, and alternative education facilities and instruction.

• Requires school board resolutions and public notice; agreement becomes effective 30 days after publication unless a petition signed by 5 percent of voters triggers a referendum requiring majority voter approval.
