Appropriates unspecified amounts from the general fund to the commissioner of agriculture for fiscal years 2016 and 2017 for compensation payments to livestock owners for animals destroyed or crippled by wolves under Minnesota Statutes, section 3.737.

Appropriates unspecified amounts from the general fund to the commissioner of agriculture for fiscal years 2016 and 2017 for compensation payments for crop or fence damage caused by elk under Minnesota Statutes, section 3.7371.

Allows the commissioner to transfer appropriated amounts between the wolf and elk depredation programs if claims for either program are unusually high.

Covers valid claims submitted during fiscal years 2016 or 2017, as well as valid claims from fiscal years 2014 or 2015 that were previously unpaid due to funding shortages.

Permits second-year appropriations to be available in the first year if initial funding proves insufficient.
