Requires workforce councils in each workforce service area to cooperate with school districts to operate high school career counseling programs that identify strategic industries, high-growth occupations, salary profiles, and employer-desired credentials.

School districts must assist local workforce councils by providing student information, office space at schools, access to assemblies for testing and career exploration, and teacher access for professional development.

Allocates 70 percent of program funds based on each county's share of economically disadvantaged youth and 30 percent based on the county's share of population ages 14 to 21, with up to 10 percent allowed for administrative costs.

Requires local workforce centers to report service delivery data to the Commissioner of Employment and Economic Development in a format determined by the commissioner.

Appropriates $10,000,000 for fiscal year 2016 and $10,000,000 for fiscal year 2017 from the workforce development fund to support high school career counselor services.
