Students enrolling in or readmitted to recovery-focused high schools after completing licensed treatment programs for substance abuse, mental illness, or emotional disturbance are immediately eligible to participate in league-sponsored activities on the same basis as other district students.

Students with individualized education programs (IEPs) who transfer between public schools as a reasonable accommodation to reduce educational barriers are immediately eligible to participate in varsity competition on the same basis as other students.

The league must establish guidelines for reviewing 504 plans of students transferring between public schools to determine immediate eligibility for varsity competition.

The league shall adopt rules to reduce barriers for public charter school students to participate in league-sponsored competitions in their resident district when their charter school does not offer the competition or lacks a cooperative agreement with a league member school.

Conferences may not prohibit member schools from entering into cooperative agreements with charter schools.
