Prohibits funding for state-sponsored health programs administered by the commissioner of human services from being used to fund abortions, except as necessary for continued federal program participation.

Applies the definition of abortion from Minnesota Statutes section 144.343, subdivision 3.

Includes a severability clause allowing the law to remain in effect if any provision is found unconstitutional.
