Establishes streamlined procedures for the Board of Teaching to issue Minnesota teaching licenses to out-of-state applicants with state-accredited teacher training degrees, allowing applicants to demonstrate qualifications through performance measures adopted by the board.

Requires the Board of Teaching to issue temporary one-year teaching licenses to out-of-state applicants who notify the board of a school district employment offer, with additional one-year licenses issued annually during the three-year probationary period if the district renews employment.

Extends the three-year probationary period to apply equally to teachers new to the profession and teachers new to the state holding valid out-of-state licenses, with equivalent evaluation and employment renewal requirements.

Allows out-of-state teachers who successfully complete the probationary period without discharge or refusal to renew to become eligible for a full Minnesota teaching license.

Repeals the prior detailed temporary licensing framework in section 122A.23, subdivision 2, effective July 1, 2015.
