Requires the governor or other appointing authorities to submit salary recommendations for agency head positions to the Legislative Coordinating Commission and legislature for approval, rejection, or modification before salaries take effect.

Expands the commission's authority to review and approve compensation plans for state employees, including those in managerial positions and office of the legislative auditor classified employees.

Rescinds all salary increases that took effect in January 2015 for positions listed in Minnesota Statutes section 15A.0815, reverting salaries to December 2014 levels effective at the start of the first payroll period after enactment.

Requires appointing authorities to consult with the commissioner of management and budget and use an objective system for rating positions based on knowledge, abilities, duties, responsibilities, and performance when determining salaries.

Takes effect the day following final enactment.
