Sets minimum personal needs allowance for domiciliary residents at $122 per month for January 1, 2016 through December 31, 2016, and $130 per month for January 1, 2017 through December 31, 2017.

Requires annual adjustment of the minimum personal needs allowance after 2017 by multiplying the allowance by one-half of the Consumer Price Index percentage change on the first day of each calendar year.

Maintains that resident maintenance charges must be based on average cost of care calculations and resident assets and income, but cannot exceed the average cost of care.

Prohibits payment schedules for overdue maintenance charges from reducing a resident's personal needs allowance below the amounts specified in the cost of care statute.

Becomes effective the day following final enactment.
