Clarifies that teacher candidates may pass a skills examination in reading, writing, and mathematics OR subsequently demonstrate attainment of composite passing scores on the ACT Plus Writing or SAT as alternative pathways to initial teacher licensure.

Allows the Board of Teaching to issue up to two temporary, one-year teaching licenses to otherwise qualified candidates who have not yet passed the skills exam or attained the requisite composite ACT/SAT scores.

Exempts nonnative English speakers from the skills examination requirement if they meet content and pedagogy requirements and apply to provide direct instruction in their native language or world language instruction.

Requires ACT Plus Writing or SAT composite score reports to be no more than ten years old at the time of licensure.

Applies effective immediately to all teacher candidates applying for initial licensure and individuals teaching under temporary licenses who can demonstrate attainment of requisite ACT Plus Writing or SAT passing scores.
