Minnesota World Language Proficiency Certificate recognizes students at ACTFL Intermediate-Low level; High Achievement Certificate recognizes students at Pre-Advanced level for K-12 learners, with adjusted standards for Category 3 and 4 languages.

State bilingual and multilingual seals recognize high school graduates demonstrating intermediate-high or advanced-low ACTFL proficiency levels in one or more languages beyond English; gold seals require intermediate-high level, platinum seals require advanced-low level.

Minnesota State Colleges and Universities must award foreign language academic credits commensurate with demonstrated proficiency and recognize gold seal holders as meeting one-half of system foreign language requirements and platinum seal holders as meeting all requirements.

School districts and charter schools may award elective course credits and community service credits to students demonstrating requisite language proficiency; assessments may use licensed teachers or community experts when valid ACTFL assessments are unavailable.

Advisory task force established to recommend assessment methods for foreign languages lacking ACTFL assessments and to develop curriculum and instruction guidelines for heritage, indigenous, and less commonly taught languages, with recommendations due to legislature by February 1, 2016.
