Applies only during state of emergency proclamations by the governor relating to public disorder or disaster.

Peace officers may temporarily disarm lawfully detained individuals only if reasonably necessary for immediate protection of the officer or another person, and must return all seized firearms, ammunition, and related items before release unless the individual is arrested or items are seized as evidence.

Prohibits governmental units and officials from prohibiting lawful possession or use of firearms and ammunition, seizing or confiscating such items except as authorized, suspending valid permits, or closing firearm businesses unless closures apply equally to all commerce.

Prevents emergency proclamations and emergency management powers from authorizing violations of the restrictions on firearm seizure or confiscation.

Allows aggrieved individuals to seek damages, injunctive relief, and immediate return of seized items through district court, with prevailing plaintiffs awarded reasonable court costs and attorney fees.
