Provides $150 per pupil enrolled in concurrent enrollment courses to eligible school districts beginning fiscal year 2016.

Removes the restriction limiting aid eligibility to districts only, allowing all eligible entities to receive concurrent enrollment aid.

Requires concurrent enrollment courses to be accredited by the National Alliance of Concurrent Enrollment Partnership, in process of accreditation, comparable to accredited courses, or be approved technical career and technical education courses.

Appropriates funds from the general fund to the Commissioner of Education for fiscal years 2016 and 2017, with a portion designated for teacher professional development activities approved by the National Alliance of Concurrent Enrollment Partnerships.

Amends section 126C.20 to establish an annual appropriation for concurrent enrollment aid as part of general education aid funding.
