Postsecondary institutions must give priority to their own postsecondary students when enrolling 10th, 11th, and 12th grade pupils in courses.

For school years 2014-2015 through 2019-2020, eligible postsecondary institutions may recruit secondary pupils from school districts with 700 or more students in grades 10-12 on educational, programmatic, or financial grounds.

Institutions cannot enroll secondary pupils in remedial, developmental, or non-college-level courses except for students in graduation incentives programs enrolled full-time in middle or early college programs, who receive developmental rather than college credit.

Once a secondary pupil is enrolled in any postsecondary course under this program, the pupil cannot be displaced by another student.

Postsecondary institutions must also enroll qualified veteran students in the same courses as secondary pupils when the institution's enrollment timelines were not practicable for the veteran.
