Appropriates $11,000,000 in fiscal year 2016 and $22,000,000 in fiscal year 2017 to the Minnesota State Colleges and Universities Board of Trustees for student tuition relief.

Prohibits Minnesota State Colleges and Universities from increasing undergraduate tuition rates above 2014-2015 levels for the 2015-2016 and 2016-2017 academic years, and bars offsetting tuition relief through mandatory fee increases.

Requires the Board of Trustees to fund any shortfall through reductions in central and executive administration costs or reallocation of nonstate funds, not through cuts to student-impacting programs or services.

Appropriates $6,900,000 in fiscal year 2016 and $14,000,000 in fiscal year 2017 to the University of Minnesota Board of Regents for undergraduate tuition relief.

Requests that the University of Minnesota maintain Minnesota resident undergraduate tuition at 2014-2015 rates for the 2015-2016 and 2016-2017 academic years and avoid offsetting relief through mandatory fee increases.
