Sets the referendum revenue authorization for Independent School District No. 761, Owatonna public schools at $1,082.70 per adjusted pupil unit for taxes payable in 2014.

Authorizes annual adjustments to the authorization amount based on inflationary increases calculated under Minnesota Statutes, section 126C.17, subdivision 2, paragraph (b).

Makes the referendum applicable for seven years beginning with taxes payable in 2014, unless revoked or reduced by law.

Clarifies that the authorization reflects the school board's intention and voters' understanding of the referendum approved on November 5, 2013.

Becomes effective the day following final enactment.
