Board of Teaching must create and issue a specialized license, endorsement, or credential for project-based learning instructors designed to foster employer participation in cooperative career and technical education programs and applied learning opportunities.

Board must adopt standards for the specialized credential in consultation with career and technical education program providers, teacher preparation program providers focused on project-based learning, and other education and work-related stakeholders.

Candidates for the specialized credential must have sufficient direct practical experience in an occupation that is part of career and technical education or other project-based learning.

Board of Teaching must develop and submit a proposal by February 1, 2017 to the education committees of the legislature for a research-based teacher preparation curriculum focused on project-based learning, developed in collaboration with Minnesota State University, Mankato and other stakeholders.

Teacher preparation proposal must include recruitment of qualified individuals, culturally responsive preparation with project-based learning assessments, P-20 wrap-around services including scholarships and mentorships, and instruments to measure student learning, teacher performance, and program efficacy.
