School districts may contract only with student information system vendors that employ a universal filing system for online case management and reporting.

Universal filing systems must facilitate seamless transfer of student records for students with disabilities between school districts, including evaluation reports, service plans, and due process forms.

Requirement applies to all district contracts with student information system vendors entered into or modified after the day following final enactment.

Repeals Minnesota Statutes 2014, section 125A.085, which previously required the commissioner to develop a statewide online special education reporting system effective July 1, 2015.
