Amends special agricultural product permits for six-axle vehicles to allow gross vehicle weights up to 90,000 pounds, or 99,000 pounds during the period set by the commissioner.

Amends special agricultural product permits for seven-axle vehicles to allow gross vehicle weights up to 97,000 pounds, or 99,000 pounds during the period set by the commissioner.

Requires drivers of seven-axle vehicles operating under this subdivision to comply with driver qualification requirements under section 221.0314 and Code of Federal Regulations, title 49, parts 40 and 382.

Establishes permit fees of $300 for six-axle vehicles and $500 for seven-axle vehicles, with proportional amounts available.

Defines "qualifying agricultural products" to include raw or unprocessed agricultural products and agricultural products transported for processing as a biofuel, including oat hulls and other feedstocks.
