Creates an agricultural education loan forgiveness program account administered by the Office of Higher Education Commissioner to assist qualified teachers in repaying education loans.

Defines "qualified teacher" as a teacher licensed under Minnesota law who teaches agricultural education in grades 5-12 at a Minnesota school and completed an undergraduate or graduate program in agricultural education at a Board of Teaching-approved institution.

Provides annual disbursements of $3,000 or the balance of a participant's qualified education loans, whichever is less, for up to five years to eligible participants who verify loan repayment.

Requires applicants to submit applications in a form prescribed by the commissioner and be responsible for securing their own qualified education loans, which include government, commercial, or foundation loans for tuition and education-related expenses.

Appropriates funds from the general fund to the Office of Higher Education Commissioner for fiscal years 2016 and 2017 (amounts to be specified) for the loan forgiveness program account.
