Authorizes Crow Wing County Board of Commissioners to adopt a resolution making the county auditor-treasurer and county recorder appointive positions instead of elective offices.

Requires the county board to publish a proposed resolution for two consecutive weeks, hold a public comment meeting, and obtain approval from at least 80 percent of board members before adoption.

Allows county voters to petition for a referendum within 60 days of resolution adoption if signed by at least 10 percent of registered voters; requires majority voter approval to implement the change.

Requires incumbents elected to these offices to complete their current terms or until a vacancy occurs, whichever is earlier.

Permits the county board to revert offices back to elected status after at least three years, subject to similar publication, public comment, and voter petition/referendum procedures.
