HF94 Summary

• Modifies teacher licensure requirements to allow candidates to pass either a skills examination in reading, writing, and mathematics OR attain qualifying composite scores on the ACT Plus Writing or SAT, rather than requiring all three.

• Allows the Board of Teaching to issue up to two temporary, one-year teaching licenses to otherwise qualified candidates who have not yet met the skills exam or standardized test score requirements.

• Exempts nonnative English speakers from skills examination and composite score requirements if they meet content and pedagogy requirements and provide direct instruction in their native language or world language instruction.

• Requires colleges and universities offering teacher preparation programs to provide remedial assistance to candidates who did not achieve qualifying scores, including those for whom English is a second language.

• Extends application of these requirements to applicants licensed in other states seeking Minnesota teaching licenses, effective July 1, 2015.
