Appropriates $9,800,000 in fiscal year 2016 and $9,800,000 in fiscal year 2017 from the general fund to the Commissioner of Agriculture for grants to the University of Minnesota Board of Regents for veterinary diagnostic laboratory equipment and facilities.

Allocates $450,000 each fiscal year to purchase a state-of-the-art transmission electron microscope.

Allocates $150,000 each fiscal year to remodel the sample receiving area in St. Paul for optimum sample handling.

Allocates $400,000 each fiscal year to develop a state-of-the-art pathology training site for veterinary students and veterinarians in St. Paul.

Allocates $550,000 each fiscal year to upgrade molecular diagnostics facilities and equipment including a high throughput genetic sequencer, bioinformatics equipment, and serum sampler robotics.

Allocates $8,250,000 each fiscal year to establish a statewide telepathology and telemedicine veterinary network with three regional sites.
