Abolishes the Agricultural Utilization Research Institute and transfers its duties to the Commissioner of Agriculture, effective no later than January 1, 2016.

Appropriates $3,643,000 in fiscal year 2016 and $3,643,000 in fiscal year 2017 from the general fund to the Commissioner of Agriculture to carry out the transferred duties.

Creates new duties for the Commissioner of Agriculture including identifying agricultural product development opportunities, implementing research programs, providing grants, assisting with market analysis, and leveraging federal and private funding sources.

Establishes a Renewable Energy Roundtable under the Commissioner to engage professionals and experts in identifying bioenergy opportunities and sustainable renewable energy strategies through 2025.

Removes the Agricultural Utilization Research Institute from multiple statutory references including bonus payment limits, retirement coverage provisions, and legislative audit requirements.
