Defines genetic counseling scope of practice including obtaining medical histories, assessing genetic risks, ordering laboratory tests, providing counseling, and facilitating informed decision-making.

Prohibits use of genetic counselor titles and unlicensed practice, with exceptions for federal employees, students/interns, visiting certified counselors (30 days per year), and licensed physicians.

Requires 25 hours of NSGC or ABMG-approved continuing education every two years and establishes licensure fees ranging from $150 to $200.
