All Minnesota State Colleges and Universities (MnSCU) institutions must award full credit to secondary students who complete postsecondary courses that are part of a goal area or transfer curriculum when the student later enrolls at an MnSCU institution.

Once one MnSCU institution certifies completion of a secondary student's postsecondary course or program for a goal area or transfer curriculum, all other MnSCU institutions must recognize it as completed.

The MnSCU chancellor is encouraged to develop a common naming and numbering convention for PSEO courses to assist secondary students and create system efficiencies.

The MnSCU chancellor must submit a report to the K-12 and higher education committees by February 1, 2016, describing implementation of the transfer curriculum policy and how to standardize Advanced Placement, International Baccalaureate, and college-level exam program course equivalencies across all state colleges and universities.

The provisions are effective for the 2015-2016 school year and later, with the reporting requirement effective the day following final enactment.
