Establishes a grant program to build capacity in multicultural and linguistically specific organizations to deliver innovative global workforce education and training programs for high school and adult education students.

Requires the international multicultural and multilingual housing consortium, in consultation with the Department of Education and Department of Employment and Economic Development, to develop application forms and grant allocation criteria.

Limits grants to $150,000 per applicant organization per year, with recipients required to be nonprofit service providers employing members with ties to countries that have international trade relations with the United States and Minnesota.

Mandates that one-third of grant recipients must employ individuals or family members of United States military service members or veterans throughout the grant award period.

Appropriates unspecified amounts from the general fund for fiscal years 2016 and 2017, with any first-year balance carrying forward to the second year.
