SF1001 Summary

• Prohibits suspension, exclusion, or expulsion of students in prekindergarten through grade 3 except when the student poses immediate and substantial danger to self or others; requires use of alternatives to suspension under section 121A.575.

• Requires school boards to report exclusions, expulsions, and parental agreements to withdraw children as alternatives to expulsion to the commissioner of education within 30 days, including student demographics and alternative educational services provided.

• Mandates school district policies emphasize preventing dismissals through early detection and require alternatives to suspension and expulsion be tried before removal, except in cases of immediate danger.

• Expands alternatives to pupil suspension to include restorative consequences (restitution, community service, circle of support), in-school suspension, positive behavior intervention plans, and coordination of crisis services with county boards.

• Requires school administrators to make reasonable efforts to immediately contact parents when a student is removed from school grounds by a peace officer, unless prohibited by law.
