Amends Minnesota Statutes section 125A.08 regarding individualized education programs (IEPs) for students with disabilities.

Changes paraprofessional training from "available" to "required," making annual training opportunities mandatory for paraprofessionals working with students with disabilities to develop disability-specific knowledge and skills.

Expands paraprofessional training requirements to include understanding how disabilities affect student education and behavior, in addition to existing requirements on emergency procedures, confidentiality, and vulnerability awareness.

Specifies that paraprofessionals must work under the ongoing direction of a licensed teacher and, where appropriate and possible, supervision of a school nurse through a districtwide process.
