Expands the definition of "public participation" in Minnesota Statutes section 554.01 to include seeking assistance from law enforcement, speaking before zoning boards, communicating with elected officials about law changes, peaceful demonstrations, and filing complaints with government entities about safety, harassment, or civil rights.

Amends section 554.05 to clarify that the chapter does not limit other constitutional, statutory, case, or common law rights and does not exempt individuals from professional confidentiality obligations.

Adds new section 554.06 requiring liberal construction of the chapter to effectuate its purposes and intent.

Repeals Minnesota Statutes 2014, section 604A.34, which previously provided immunity for good faith reports to law enforcement and allowed prevailing plaintiffs to recover attorney fees and costs.

Takes effect the day following final enactment and applies to all judicial claims pending on or commenced on or after that date.
