Dedicates unclaimed state lottery prize money to extinguish school trust interests in school trust lands where long-term economic returns are prohibited by designation or policy.

Authorizes the Commissioner of Natural Resources to acquire school trust lands through condemnation proceedings, with the Attorney General commencing condemnation actions when requested.

Directs the Director of the Lottery to transfer all unclaimed prize money at the end of each fiscal year from the lottery cash flow account to the natural resources fund for school trust land acquisition.

Deposits the land value portion of condemnation awards into the permanent school fund, with remaining award amounts first reimbursing accounts for expenses, and any remainder also going to the permanent school fund.

Amends Minnesota Statutes sections 94.165 and 349A.08 to establish appropriations and procedures for using unclaimed lottery funds to extinguish school trust interests in identified school trust lands.
