Deputy registrars may retain records and documents in secure electronic medium as an alternative to paper storage, provided 60 days have elapsed since the transaction and standards are established by the commissioner.

Deputy registrars are responsible for all costs associated with converting to electronic records, maintaining the electronic storage medium, and destroying existing paper records after conversion.

Driver's license agents may retain records and documents in secure electronic medium under the same conditions as deputy registrars, including the 60-day waiting period and compliance with commissioner standards.

The commissioner of public safety must establish standards for electronic storage conversion by August 1, 2016, specifying minimum system security requirements and procedures for destroying paper-based records consistent with Minnesota Statutes section 138.17.
